Why am i not eligible for tuition and fees deduction while i spend on school more than 10000$ this year and I was not working much?

You said that you did not work much. So, if your taxable income after the standard deduction is already 0 before the tuition and fees deduction (maximum $4,000), you will not see the tax effect of the deduction on your return.

 

In fact, this is not a refundable tax credit, but a tax deduction. A deduction can only reduce your taxable income. And if your taxable income is 0, it cannot reduce it further.
