Why does my daughter's 1098T has a much smaller amount in box 1, in box 5 the amount more than doubled she did not receive this money back it went for room and board?

Box 1 is only for tuition and fees which are qualified expenses. If your daughter is being claimed as a dependent, you enter the 1098-T on your tax return. The excess scholarship that paid for room and board is taxable income on your daughter's tax return and the 1098-T must also be entered on her tax return.
