Why does TurboTax say my Lifetime Learning Credit is $0?

I entered my 1098-T, which shows that I pay over $70k per year for grad school. Turbotax says I qualify for the Lifetime Learning Credit, but in the amount of $0. Last year I got $2,000. What's going on? Please help!

The Lifetime Learning Credit is not refundable. It reduces tax you owe. If you do not have a tax liability it does not do anything.
