It depends.

If you were claimed as a dependent on your parent's tax return in 2018, you are "not on the list" to get a stimulus payment.

If you are eligible to be claimed as a dependent on your parents 2019 tax return, and are over 16 at the end of 2019, neither you nor your parents are eligible for a stimulus payment for you.  Note that it doesn't matter if your parents actually claimed you as a dependent, it only matters if you were eligible to be claimed as a dependent on their return in 2019.

If for 2019 you are not eligible to be claimed as a dependent by another person, and file a 2019 tax return, you will "get on the list" that way.

If you aren't eligible to be claimed as a dependent by another person in 2019, but are not required to and do not file a tax return in 2019 (e.g., you aren't required to file and didn't have any withholding to be refunded) you can "get on the list" by registering for a stimulus payment using the TurboTax Stimulus Registration product at this link or the IRS website for non-filers to enter their payment info at this link.

See the section of IRS Publication 501 at this link for the Table 1 chart with the gross income amounts that require you to file
