Worked in Wisconsin (non-resident) and is a resident in Illinois

My daughter in college worked in Wisconsin and is a resident of Illinois so she is a non-resident of Wisconsin. On her 2024 W-2 from her Wisconsin employer, Box 15 says IL and Box 16 (state wages) were $5,587 and Box 17 (state income tax) was $276. According to TurboTax she does not get any refund from the state of Illinois or Wisconsin. Would that be correct? 

 

Also, do we file both Illinois state, even though she didn't work in Illinois last year, and Wisconsin state (the 1NPR form) or just one of the states? Her federal is done, but not submitted because we didn't know which state to file. 

 

Any help would be appreciated! Kate

    She only files an IL tax return.  IL & WI are reciprocal states. So, she pays no tax to WI and does not file a WI return.  Her employer did it right. 

     

    She is required to file an IL return, because she is a full year IL resident. It doesn't matter where her income was earned. 

     

    She will not get a full refund of the $276, but should get some.
