So I made 21,000 year and no federal taxes was withheld but social security Medicaid and state im filing and turbo tax said that I still will receive a refund is that possible even though I didn't get any federal taxes withheld

    Yes you don't owe any tax on your income.     You get the child tax credit of 1700 and an earned income credit of 4213 back as a refund.  That's why they didn't take any tax withholding out of your checks.

    We cannot see your information and you have not told us much except for the amount of income you received.  We do not know your filing status or whether you have dependent children for whom you may be getting refundable child-related credits.   Do you have any amounts on lines 27 or 28 of your Form 1040?   What is on line 35a?

    I claim 1 dependent and head of household turbotax say that I had a child tax credit of 1700 and an earned income credit of 4213

    Yes you don't owe any tax on your income.     You get the child tax credit of 1700 and an earned income credit of 4213 back as a refund.  That's why they didn't take any tax withholding out of your checks.
