No--transferring from 2016 into 2017 has to be done right at the beginning or you have to start over from scratch. You can enter another 1099R by clicking to add a 1099R.

If you had marked the total distribution box on the 2016 1099-R input screen last year then that form would not be pulled forward ... so you will just need to enter it manually.
