1040 doesn't show my 2021 state tax refund

TurboTax carried over the amount of the state tax refund I received in 2021 in the State and Local Tax Refund section of the income questionnaire.  The amount does not appear on my 1040 form.  Why not?

    The taxable amount of your state refund will show on schedule 1 line 1. The total of lines 1 through 7 and 9 will carry over to Form 1040, 1040-SR, or 1040-NR, line 8. You state refund might not be taxable. Even when your refund is taxable, it may not be the entire amount. It depends on how much the deduction affected your refund or tax bill. 

     

    If all three of the following are true, your refund counts as taxable income:

    • You itemized deductions last year, instead of taking the standard deduction
    • You claimed state and local income taxes (not general sales taxes)
    • Claiming the deduction helped you increase your federal refund or lower your tax bill
