Line 9 and 11 on the 1040 form shows correct income. Why does the Federal Review Step - Lets Review Your Numbers show $6000 more for Your Total Income than what is entered in the 1040 form? Is this a software bug?

You likely have $6,000 worth of nontaxable income such as social security benefits or nontaxable interest. The "Total Income" on the federal review shows all of the income that's reported on the return. This is different than the "total income" line on the tax return that only shows the income that's included in taxable income.
