The requirements to file a particular tax form are determined by the federal government.
Even if you only have one W-2, the information on the W-2 may trigger the 1040A or 1040. For instance, if your daughter put money in a retirement account, then she may be eligible for the Savers Credit. This credit triggers a 1040A and Form 8880. If she has a Health Savings Account, then she is required to file Form 8889, and that triggers Form 1040.
In order to know why she is required to file Form 1040, we would have to know the codes in Box 12 of her W-2.
