I am filing my Kentucky state tax return. I am on the qualified education expenses. Do I add information from my 1098-T here?

You have to fill in the federal section with your 1098T and any other expenses. Then, when you get to KY, select your answers for the education tuition tax credit.

Qualified education expenses are amounts paid for undergraduate tuition and fees required for the student's enrollment or attendance at an eligible educational institution located in the state of Kentucky. It does not matter whether the expenses were paid in cash, by check, by credit card, or with borrowed funds.

If you haven't entered it in federal, you will see this and need to go enter expenses in the federal section.
