1099-B: Transfer of stock from original broker to another broker.

I don't see a "transfer stock" option for stock in TurboTax when entering 1099-B.  Why doesn't TurboTax include this option?

I transferred stock from one broker to another - this was a broker to broker transaction.  I did not sell shares.

The original broker does not transfer fractional shares; this resulted in a 1099-B with gross proceeds less than $9.  I have added the 1099-B to TurboTax , however TurboTax never generates the question if stock was transferred - only sold.

It appears the fractional shares were sold generating the 1099B.  You should enter the 1099B as reported to you.  The shares that were transferred and not sold should not be on the 1099B and therefore not reported on your tax return.
