1099 forms not available for user

I can see my 1099 form in E*trade tax center. But, when I try to import from turbotax, it shows 1099 forms not available for user. What's going on?

    like many financial institutions pdfs for download are available but importing is different and in many cases not currently available. i have broker X. I can download a PDF of all 1099s but import isn't available for like another week.
