I get a 1099 from a NY company. I live and work remotely in TX.

1)Do I have to pay quarterly NYS income taxes?

2)Do I have to contribute to the NY Paid Family Leave?

No, you don't have to pay New York taxes if you live and work remotely in TX.  Is this a Form 1099-NEC?

I am a BD Consultant. I was receiving a W2. I recently moved to TX. Should they begin issuing me a 1099 Misc or a 1099 NEC. What would be the most beneficial to me so that I am not required to file NYS Taxes? I don't want to find out that at the end of the year I should have submitted taxes to NYS.

If you are an employee of the company, they give you a w-2.   If you are a self-employed contractor, you receive a 1099.   See this TurboTax FAQ for more information about out of state employers.   Where you do the work matters most.
