1099-G

I am doing 2018 taxes.  I have a 1099-G refund from year 2016 received in 2018.  I entered the information including the year applicable.  then "Done"... two frames later in says " I may be taxed for my 2017 refund"

what?  glitch in TurbTax?

    TurboTax defaults to the previous year. Here is what I found under Help:

     

    Tax year of refund

    This corresponds to Box 3 of your 1099-G. By default, the prior year is selected, but you can select earlier years from the drop-down.

    After you finish entering this 1099-G, you'll come to the State and Local Tax Refund Summary screen, where you can enter another one if needed.
