I received a 1099-K from eBay that has my old address listed (different State than where I live now and where I lived during the time of the eBay transactions). eBay says they wont issue a new 1099-K with my updated address. Do I use the old State or just put my new State for the purposes of state tax implications?
The address on the Form 1099-K doesn't have any impact on your tax return. Report the income in the state you were you earned the revenue. On your tax return, use the address that you want the IRS and state to send any correspondence that they might send. You do not need a corrected Form 1099-K.
