My 1099-R is for a state pension. Box 1 has an amount. Box 2a is blank and Box 2b is checked (taxable amount not determined). I have the basis amount to calculate the taxable amount and have already done it. Can I enter that amount in the turbotax program box 2a? This is the first time I have used turbotax

No, do not enter the taxable amount in box 2a, unless it is completed on your 1099-R.  Complete your this section just as is reported on your 1099-R.  TurboTax will ask you questions to determine your taxable portion of your taxes.

You will get to a screen that will ask you to figure your taxable amount of your annuity.  Select Simplified.

Then you will be allowed to enter your data to compute your taxable portion:
