To enter a rollover you will enter Form 1099-R and indicate that this was a rollover in the follow-up questions.

If you have code G in box 7:

    1. On the "Did you move this money from a 401(k) to a Roth 401(k)?" screen answer "No"
    2. On the "Did you move the money to a Roth IRA?" screen answer "No"

    Other codes  in box 7:

    1. Answer questions until you get to “Tell us if you moved the money through a rollover or conversion”, choose “I rolled over some or all of it an IRA or retirement account within the time limits (normally 60 days)”, and click “Continue

I believe I had answered to the Group that i basically removed both 1099-Rs (both rollover distributions) and then had to edit the support worksheet to remove artifacts related to the errors.  I then just added the 1099-R forms back into TurboTax.  I had printed prior and new versions and they were identical.  The post-entry questions were answered the same way, as well.  For some reason, the issue went away, no longer having to provide justification for State Tax exemption.  As for the "Payer's State Number" omission on one 1099-R, I just entered a bogus code, with "Not-Provided" as part of code.   No errors anymore.  Thanks to all that have responded.
