I paid installment payments in 2016 .Where can I include these payments in PA state return

You enter estimated tax payments in the federal interview, and they will flow to Pennsylvania from there. You enter in this area, as state tax payments are also itemized deductions on your federal return (if you itemize).

  2. Deductions and Credits
  3. scroll down to section Estimates and Other Taxes Paid
  4. click start next to Estimates
  5. State Estimated Taxes for 2016

To be clear, do you mean estimated payments for 2016 or for an installment agreement for unpaid taxes of a previous year?

If you are paying back taxes, click Other Income Taxes under Estimates and Other Taxes Paid. Then choose category under Other Income Taxes Paid in 2016. You wouldn't get any credit for back taxes on a current year state return, but you can take them as an itemized federal deduction.

No.  I made estimated payments for 2017 that I did not include in my pa state taxes.
