How can I  resubmit my 2018 taxes as in how can I start all over to file them.

    What do you mean you want to "re-submit"?  Was your 2018 return filed and accepted or was it rejected?

    My 2018 taxes were rejected!  How do I proceed in filing with my 2019 taxes?

    You file your 2019 as you normally would.  Each year in independent of each other.
