My 2021 Est tax sent to wrong address because
I used 2020 form V by mistake

So you are saying the check was never cashed ? Or did the state cash it ?

Check was processed by IRS, but no credited given on my 2021 est4th Qtr payment.

Any suggestions on who/what/ I can do or contact to fix this. My fault .

So the payment was credited to your 2020 balance due and not the 2021 estimated payment ? Well there is nothing you can do about that on the 2021 return ... you simply will not have an Q4 estimated to report. And you will have to wait and see what the IRS does about the excess 2020 payment ... you can check your account on the IRS web site to see what they are doing with that situation.
