I use Turbo tax application to do my tax yearly. Recently I read the IRS notice 2014-7 which is applied to my situation. Please show me how I can file 1040X for my 2018 tax. or can you refer me to the office that can help me. Thank you.

What exactally do you need to change?

Amended returns can only be mailed. It is suggested that it be mailed certified with return receipt (or other tracking service) to verify that the IRS receives it.
