I don't understand why my bank account was deducted $59.99. I dont recall approval of this.

Did you use Deluxe Edition for your Federal return at 59.99? If you chose to pay the fees out of your Federal refund, here's what probably happened.

Has your Federal refund either 1) been delayed a long time at the IRS, or 2) did the IRS reduce your refund to where it no longer covered the fees? In either of those two scenarios, TurboTax would want to be paid. They start by sending emails with a bill to pay the fees. If not paid, then they email you that they will debit your bank account if not paid. If still not paid, then they send an email saying the debit will occur. If arrangements are not made immediately at that point to either pay or request a deferment, then they perform the debit.
