After amending Fed owes me $6. Do I still need to mail 1040-V?

Over the weekend I e-filed Fed/State and paid electronically. Today I amended my federal return (forgot 1099-B) and it says I am owed $6 from the Fed (I over paid by $6). TurboTax said I need to physically mail this 1040-V in order for my return to be accepted. Do I still need to mail 1040-V even though I already over-paid electronically when I filed my original return? Do I just mail this 1040-V (just the little slip that says detach here and mail with your payment and return) without anything else? Do I include 1040-X? Do I include any other documents? Should I include a note indicating that I over-paid by $6 when I filed my original return?

The 1040-V is a voucher form you send when you mail your payment.  If you do not owe anything, you will not mail anything if you e-filed your amended return.

Did you have taxes withheld on the 1099-B?  Generally, adding income without additional taxes withheld would result in more taxes due.  If you did not have taxes withheld, double check to be sure you are getting $6 back and its not that you actually owe $6.  You can see this on line 20 (amount you owe) or 22 (refund) of your 1040X.

If the $6 is showing on line 22, then you can just disregard the 1040V as there is no reason to mail it to the IRS.

If you did not e-file your return, then you would print and mail it following the instructions on the instructions page again, disregarding the 1040V if you are showing a refund on line 22 of your 1040X.

If the amount is on line 20, then you would include it and mail to the address listed on the instructions along with your payment.

1099-B had my RSUs on it, which didn't perform well in 2022

Line 22 of 1040-X Says:

"22 Amount of line 21 you want refunded to you . . . . . . . . . . . . . . . . . . . [22]    6."

So I am owed $6 and I don't need to mail anything to the Fed, right?

Go by the actual 1040X.  Line 18 should be your original refund amount and line 22 should be your additional refund.  If you paid on your original return it will be on line 16.  If there is an amount owed with the amendment, it will be on line 20.

If you have a tax due, do not send the 1040V.  Just include a check with the 1040X.  Ignore the 1040V.  That is for the original return or what the original return would have been if it didn’t need correcting.  Don’t pay the amount on the 1040V.  Pay the amount on the actual 1040X.

you may be filing the amended return too soon. generally, it is advised that you wait for your original return to be fully processed before amending it. since you say you paid with the original wait until that payment clears and make sure it's reflected on the amended return. why not wait and e-file, as a minimum if mailing you need to send as a minimum the 1040 X, schedule D and, if used to report the trades, form 8949. Also, any other forms or schedules that change because of the amendment.
