After mailing tax file, got mail from IRS "We can't locate the return itself". What does this mean?

I mailed my tax files generated from turbotax (Form 1040), along with W2s and other forms. But I received a mail from IRS saying "We received the Form W2;s for your income tax return, Form 1040, for the tax period ending Dec 31, 2023, but we can't  located the return itself. We can't process the Forms w2 without the original returns." 
What does this mean and what am I missing? I've mailed my 1040 and w2 to IRS. Thank you so much in advance!

It is possible that the W-2s were separated from the return.  If you have copies, just mail the information again to the address provided in the request.  TurboTax does not receive any updates about the status of your return once it is accepted by the IRS.

Thank you so much! I’d like to know do I also need to attach the letter that IRS mailed to me to the newly signed tax form when mailing?

Attaching a copy of that letter is an excellent idea.   Then the person who opens your mail will know what it is all about.  I would also send by mail that gives you a notice when it is received.
