Already have a payment plan installment for last year taxes, can I get my new year refund

    If you are on a payment plan for tax owed from a past year, your 2024 refund will be seized to pay the back tax owed.  You do not need to enter anything about that on your tax return.   The IRS already knows and will do this automatically.  They will send you a letter a few weeks afterward.

    Yes.  You can generally add onto your payment plan with the IRS.  You will need to contact the IRS to amend your payment plan or you may be able to revise it online.
