I work as a 1099-MISC contractor for another pyschologist's business.  Do I qualify for the QBI 199A deduction?

Yes.  As a self-employed contractor, you most likely qualify for the qualified business income (QBI) deduction.

To make sure that you qualify for the deduction, please see the TurboTax Help article "Do I qualify for the qualified business income deduction?".

I'm following the instructions on the link you provided.  I'm on the Deductions and Credits tab of the Windows application and I don't see a "Wrap up tax breaks" section on step 3 so I can't proceed to step 4.  Any advice?

On the CD/Download version of TurboTax, you will see a Done With Deductions button on the bottom of the Deductions and Credits page.

Click on that button and in a couple of pages you will see the XXXXX Here are your 2018 and 2019 Deductions and Credits page. At the top of the list, you should see the Qualified Business Deduction if you qualify.
