I have been trying for months to amend my 2019 tax return online and it keeps kicking me out and sending me to the home page to sign back in. Please advise. Thank you. Also another question is about the new Earned Income Tax relief that was just passed - Do we amend our 2020 tax return?

Also take a look at the following article with regard to the American Rescue Plan that was recently passed. The provisions around the Earned Income Tax Credit will not go into effect until you are filing your 2021 tax return. Therefore, you do not need to amend your 2020 tax return for that reason.
