I have obtained my permanent residence so now me and my wife have SSN, we had filed all previous years using an ITIN,

Can we amend previous years filed and claim credits as EIC and Economy Rebate now that we have a ssn?

To be eligible for the Earned Income Tax Credit or a Stimulus payment you needed to have a valid Social Security number before the due date of the tax return.

Since you have only just recently obtained an valid SSN you cannot amend a 2023 tax return or earlier for the EIC or Recovery Rebate Credit (stimulus).
