I went back and did the amended return but have not filed that yet.  What I don't understand is that now I owe 1200.00 when before I amended it I was getting 1700.00 back.  Can this be right?

It depends on why you are amending. If you are reporting a lower refund, then the form thinks you have already received the refund in full. That would mean part of the refund should be returned.

Keep in mind, if the original return had the Recovery Rebate Credit included, do not amend to correct the amount. The IRS will automatically correct any calculation errors  and specifically states to not amend the return. See: 2020 Recovery Rebate Credit — Topic G: Correcting issues after the 2020 tax return is filed | Internal Revenue Service, question and answer 3.

Amending the federal return can be done electronically. However, unless you live in Georgia, Michigan, New York, or Vermont, any state amended return must be paper filed.
