my son files his return individually, this is the second year. Y2023 is his first year had the AOTC. Y2024 has a qualified 1098-T, and it is his last year in college, but Turbo tax said he already finished his college education, and can't claim AOTC. Why?

What is the exact wording?  TurboTax would not know if he already finished his college education.  Does it say that you already claimed the credit the maximum times?  Is your son claimed as a dependent on your return?

This is likely something you entered on the return.  You will need to go back through the 1098-T section and the education credit section to double check your answers. Look for the question that asks if they had earned four years of college credit before 2024.  If the answer to that is yes, they do not qualify for the AOTC.  If they have not already completed the first 4 years of school go back and double check your answer to that question.
