Are the new 2018 tax rates included in the Turbo Tax 2017 Deluxe version so that if I enter expected income, the taxes will be calculated based on the new law?

Yes, the program is currently updated to include the 2018 changes in the estimated taxes section (i.e. decreased rates, increased standard deductions, limits on state and local taxes). But, if you are using the desktop software, please make sure you run an update on the software to ensure you have the latest updates.
