Are there any tax deductions that can be made for my wife’s ex husband not paying child support. He currently owes $16,000.00

No there is not a way for you to deduct that.  She needs to pursue the delinquent support through the local agency that enforces child support orders.  They might be able to seize the parent's tax refund(s) to pay to her.

No.  Child support payments made and child support payments received are not entered on a tax return.
