As a retiree, can I pay all my 2019 income taxes on 4/15/20, and skip paying estimates?

It has nothing to do with being retired.  If you expect to owe over $1000 at tax filing time, then you are subject to a penalty for not paying estimated tax or having enough withheld from your income, whatever that income may be.  You have not told us what income you are receiving in 2019--Social Security, retirement pension, investment income, etc.
