Bailey Settlement Screen

Can anyone tell me how to get the screen to select the Bailey Settlement option for my federal taxes? When I scroll through the questions for my 1099, that question does not appear. I did however get it last year. Everything was entered this year just like last year but no Bailey option screen. I have been living in a different state since 2020 but have never had this issue before.

As a PA resident, you are likely not supposed to be filing an NC tax return anymore.....thus no Bailey Settlement questions, since it does not apply to any state but NC.
