Bought TurboTax Download from Staples - 1 Installer Download Limit?

I purchased TurboTax Premier 2021 Download version from Staples. I had trashed the installer, thinking if I ever needed it again, I would re-download from the email link Staples sent. Or log onto my Staples account, and grab it from Profile\My software downloads. Then yesterday, I decided to reinstall TurboTax (https://ttlc.intuit.com/community/installing/help/remove-uninstall-turbotax-for-mac/00/26050), which involves emptying the trash.

Lo and behold, I deleted my only copy of the installer. The e-mailed link Staples sent, told me I reached my download limit when I tried clicking on it again. My staples account would not let me download it either. Thankfully after calling Staples customer support, they sent another link.

Is this normal policy? Or a Staples policy? Yes, the download product from Staples did say 1 user, but I thought it was referring to the key code. I figured all I needed to keep was the key, and email with the download link. Can't remember the last program I used where I was limited to 1 installer download. Activation/registering limits seem more common.

You can install the Desktop program on 5 computers you own. How to install the Desktop program

Since you now have to log into an Intuit Account when you first install it, all your downloads and licenses are listed there (even if you bought it from somewhere else) so if you need to install it again or install on another computer, even on the other operating system (Windows, Mac) you can download it again.
