Question

Box 20 on my W2 is blank but TurboTax is repeatedly asking me to review and put some input in that box. Why?

Why am I asked to give some input on “locality name” repeatedly whereas I should leave it exactly as recorded on my w2  which is blank?

It's because you have something in boxes 18 and/or 19. If you do not pay local taxes, then boxes 18, 19 and 20 must be totally and completely blank. Not even a space.
