I am considered an independent contractor and receive a 1099 MISC and file a joint return which includes other income. Can all tax software cost and any tax filing expenses incurred in 2018 be deducted under Legal and Professional Fees on my Schedule C since tax prep expenses are no longer allowed on Schedule A for tax year 2018. If I can't deduct all the cost then how should the business side be prorated?

Yes, you can and part of the rational is that without the Sch C you might be able to use the free edition (or do by hand--which I would never recommend even for very easy returns).
