Can bank stop payment fee be deductible?

are bank fees for stop payment deductible?

If the stop-payment was done during the course of operating a business, yes.  If it was personal in nature, then no, it's not deductible.

No.  Miscellaneous deductions were eliminated for 2018-2025 and it would be and itemized deduction anyway first reduced by 2% of your AGI.
