Can I add all the numbers in box 19 of my w-2 if they are in the same locality?

Box 18-20 has two rows on my w-2. Box 18 and 20 are the same, but box 19 has two different amounts.

Keep the local tax lines separate in TurboTax as well. Your entries should match your form.
