No, you cannot combine 2017 & 2018 tax returns/information with your 2019 tax return.  Each year will have to be filed individually.  This link TurboTax / Personal Taxes / Past Years' Products has access to prior year TurboTax software. You should file your tax years starting with 2017.  This will allow you to import information into the next year reducing the amount of information you need to enter.
