Can I apply Calif ovepayment for 2022 to the 2023 ESTIMATED TAX? If yes, where do I find that choice in Turbo Tax?

To apply your state refund to next year, enter it under
State Taxes tab
And keep continuing and stepping though the interview about a dozen or more screens and it will finally ask how much you want to apply. It is probably one of the last questions in the state section.
Scroll though the list and look for Miscellaneous towards the bottom of the state topics
And click on Handling of your Overpayment
