Biden issued a child credit a couple years ago in WV I didn't file that year. Can I still claim it?

You would need to file a 2021 federal tax return for the child tax credit with having no taxable income. The tax return has to be filed on or before April 15, 2025 for the credit.

A 2021 tax return can only be printed and mailed, it cannot be e-filed using TurboTax.
