She has been sick-not employed, since April 4, 2016.  She is applying for disability, but no decision has been issued yet.  She earned $10,000.  She lived with me entire year.  I provide more than 50% of her support.  Can I claim her as a dependent?

Yes, you can claim your 28-year-old daughter as a dependent if she lived with you all year, you provided more than half of her support and she earned less than $4,050 in 2016.
