No, not on a 2019 tax return.  You will be able to claim her as a dependent on the 2020 tax return that you will be filing next year, in 2021.

No.  You can only claim a child that was actually born in 2019--the year you are preparing a tax return for.  NEXT year when you prepare a 2020 tax return you can claim your child.
