Can i claim my mom as a dependent

My mom made under $6000 for the year (1099) but we live in an expensive city (Los Angeles). I support her and her husband who does not have any income.  They both live with me.  Can I claim them as dependents?  If so, will they be penalized when they file taxes?

No, you cannot claim your mom as a dependent if she earns more than $4,050 in 2016.

You can claim your stepfather as a dependent if you provided more than half of his support in 2016 and if he does not file a joint tax return with your mom.
