Yes . Any medical expenses that you pay are deductible on Schedule A Itemized Deductions.

Supplemental health insurance, or Supplementary insurance, is meant to supplement your plan and is not ObamaCare compliant on it's own. Supplementary insurance is sold by private companies and can help pay some of the health care costs that your plan doesn't cover, like co-payments, coinsurance, and deductibles.
