Can I Clear and Start Over if I have already submitted my payment but not filed my return? I was told I need to create a new account. Is there any other way to fix this?

Unfortunately, once you have submitted payment, you cannot clear and start over.  There is no other way to resolve this other than creating a new account..

@AlanT222 What if I asked for a refund on the payment and I receive my money back? Will that make it 'reset' and show that I have not paid yet after I receive my refund? Then that might allow me to Clear and Start Over?

Why do you have to clear everything.  You can still go back to every section and edit your information. You can still add new information or completely change something.
