Can I correct the software's assumption that my husband is qualified for the 2 stimulus checks even though he died before they were distributed?

The first $1200 was sent to his account after he died but I returned it.  He did not receive the second  stimulus check.

Your husband is entitled to both stimulus payments. The IRS says, “An individual who died in 2020 or in 2021 and did not receive the full amount of the Economic Impact Payment may be eligible for the Recovery Rebate Credit if the individual met the eligibility requirements.”

 

Refer to Q B12. Deceased Individuals: Are individuals who died during 2020 eligible for the credit on their Tax Year 2020 return?

 

The IRS originally told taxpayers to send back stimulus payments to persons who died before receiving the stimulus, but Congress allowed anyone who was alive on January 1, 2020 to receive a payment when lawmakers passed the second stimulus bill.

 

Your husband’s missing payments will be added to your “refund” as a Recovery Rebate Credit. Enter the actual amounts your received (not including the $1,200 you sent back to the IRS).

So even if my husband died before the 2nd stimulus was distributed is Turbo Tax saying he is eligible for that credit.

That is correct.  A person who died in 2020 or in 2021 and did not receive the full amount of the Economic Impact Payment may be eligible for the Recovery Rebate Credit if the individual met the eligibility requirements.
