Can I file electronically with Turbotax Home and Business?

I have the Home & Business version and when I try to file, it's asking for a  credit card to charge $40.  I thought I could file electronically for free.

    There are three reasons for the charge. You either paid for a state return, the Pay With Your Refund option, or TurboTax Deluxe.
